7. (1) The [Parishad or the Samiti]1 may, at any time and for such period as it thinks fit, co-opt any person or person as a member or members of the [Parishad or the Samiti]1. (2) A person co-opted under sub-section (1) shall exercise and discharge all the powers and functions of a member of the [Parishad] or of the Samiti, as the case may be, but shall not be entitled to vote.
