(1) There shall be the Chief Executive Officer of the [Parishad] 2 to be appointed by the State Government from amongst the officers not below the rank of Special Secretary of the State Government. (2) The Chief Executive Officer shall be the whole-time officer of the [Parishad] 2 and all the officers and employees appointed by the Parishad shall be under the administrative control of the Chief Executive Officer. (3) [The Vice-Chairperson and the Chief Executive Officer] 3 shall be entitled to receive from the fund of the [Parishad] 2 such salaries and allowances and be governed by such conditions of service as may be determined by general or special order of the State Government in this behalf. (4) All orders and decisions and other instruments of the [Parishad] 2 shall be authenticated by the signature of the Chief Executive Officer.
