(1) The business of the Board and of each [***]1 Gaon Shiksha Samiti referred to in Section 11 shall be conducted in accordance with such regulations as the Board may, with the previous approval of the State Government, make in that behalf. (2) In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely - (a) the summoning and holding of meetings of the Board or of [the Samiti]2 referred to in sub-section (1), the conduct of business at such meetings and the number of members necessary to form a quorum thereat; (b) the powers and duties of the Chairman and of the Secretary and other officers of the Board; (c) [***]3. (d) the procedure for carrying out the functions of the Board or of [the Samiti]4 as aforesaid under this Act; (e) the management of the schools and other institutions held by or under the control of the Board. (3) Until any regulation is made by the Board under sub-section (1), any regulation which may be made under that sub-section may be made by the State Government, and any regulation so made may be altered or rescinded by the Board in exercise of its powers under sub-section (1).
