1[64. Whoever, being the holder of a licence, permit or pass granted under this Act, or being in the employ of such holder and acting on his behalf — (a) fails to produce such licence, permit or pass on the demand of any Excise Officer or of any other officer duly empowered to make such demand ; or (b) willfully does or omits to do, anything in breach of any of the conditions of the licence, permit or pass not otherwise provided for in this Act; or 2[(c) save in a case provided for by section 60, willfully contravenes any rule made under sections 40 and 41 shall, for each such offence, be punished with fine which shall not be less than one thousand rupees and which may extend to five thousand rupees.] shall be punishable for each such offence with fine which may extend to five hundred rupees.]
