5. (1) The State Government shall have power to issue, directions and Board shall be bound to carry out such directions from time to time for the efficient administration of the Act. (2) If in, or in connection with, the exercise of its powers and discharge of its functions by the Board under this Act any dispute arises between the Board and the State Government the decision of the State Government, on such dispute shall be final.
