(1) Three promotions should ordinarily be available to all meritorious police personnel. The Director General of Police shall, with the approval of State Government, frame the evaluation criteria for promotion through a transparent process, for different ranks. (2) In order to provide for timely career progression, 50 per cent of sanctioned posts of Sub-Inspector shall be filled up by promotion. (3) The Director General of Police, with the approval of the State Government, shall try to outsource as many non-core police functions as possible, to enable police officers to concentrate on core police functions.
