The Competent Authority shall pay compensation under section 9 within two years from the date of publication of the notification under sub-section (1) of section 3 and if no compensation is paid within that period, the entire proceedings for the acquisition of right of user in the land, shall lapse. Explanation.-In computing the period of two years, referred to in this section, the period during which any action or proceeding in pursuance of the said notification is stayed by an order of a court shall be excluded.
