(1) No court shall take cognizance of an offence punishable under this Act, except upon a complaint, in writing, made by the Registrar or any other officer authorized by the Council in this behalf, by general or special order. (2) No court lower to that of a Judicial Magistrate of First Class shall try any offence punishable under this Act.
