(1) The Council shall, with the prior approval of the Government, appoint a Registrar who shall act as the Secretary of the Council. (2) The Council shall, from time to time, appoint such other officers and employees as it deems necessary for carrying out its duties and performing its functions under this Act. (3) The qualifications, salaries, allowances and other conditions of service of the Registrar and of other officers and employees shall be such as may be prescribed. (4) The Registrar and any other officer or employees appointed by the Council under this section shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code, 1860 (45 of 1860).
