Any person who contravenes or causes any contravention of any of the provisions of a scheme which has come into force, or does any act which causes damages to any of the works carried out under the scheme, or contravenes the provisions of section 27 or fails to comply with the conditions of a licence granted under that section, or obstructs any person or authority in the due exercise of his or its powers or execution of his or its duties under this Act or contravenes the provisions of any rules made under this Act, shall, on conviction, be punished with imprisonment for a term which may extend to one year or with fine which may extend to one thousand rupees or with both.
