An Executive Committee shall exercise such powers, discharge such duties and perform such functions as may be provided by regulations made in this behalf : Provided that, it shall be law-ful for an Executive Committee to delegate any of its powers, duties and functions to the Chairman in accordance with regulations made in that behalf.
