The State Government may, either of its own motion or, upon an application made by an aggrieved person within such period as may be prescribed call for and examine the record of any order made by a licensing authority under this Act and pass order thereon as it thinks just and proper : Provided that,- (i) when rejecting an application for revision under this section, the State Government shall record its reasons for such rejection; and (ii) before any order is passed under this section, which is likely to affect any person shall be given a reasonable opportunity of being heard.
