9. 1[Penalty for contravention of sections 5, 5A or 5B].- Whoever contravenes 2[the provisions of sections 5, 5A or 5B] shall, on conviction, be punished with imprisonment for a term which may extend to 3[five years], or with fine which may extend to 4[ten thousand rupees], or with both: 5[Provided that except for special and adequate reasons to be recorded in the judgement of the court such imprisonment shall not be of less than six months and such fine shall not be less than one thousand rupees.]
