(1) If any difficulty arises regarding the first constitution or reconstitution of any authority or body of the University after the commencement of this Act, or in giving effect to the provisions of this Act, the State Government may, by order published in the Official Gazette after consultation with the Chancellor, do anything, not inconsistent with the objects and purposes of this Act, which it thinks necessary or expedient for the purpose of removing the difficulty : Provided that, such order shall not be made later than two years from the date of commencement of this Act. (2) Every order made under sub-section (1) shall be laid, as soon as may be, before each House of the State Legislature.
