Notwithstanding anything contained in section 13, 17 and 19,- (a) the first Vice-Chancellor shall be appointed by the State Government, as soon as possible, for a period of three years on such terms and conditions as the State Government may fix. (b) the first Registrar shall be appointed by the State Government, as soon as possible, for a period of five years, and on such terms and conditions as the State Government may fix. (c) the first Finance Officer shall be appointed by the State Government, as soon as possible for a period of five years, and on such terms and conditions as the State Government may fix : Provided that, nothing in this section shall be construed as preventing the State Government in appointing the Vice–Chancellor, the Registrar and the Finance Officer, holding such post on the appointed day.
