5Amendment of section 16

In section 16 of the principal Act,-- (1) for the words "by an unsuccessful candidate or person qualified to vote at the election to which such question refers, such persons", the words "by any candidate at such election or by any elector of the ward concerned, such candidate or such elector, as the case may be", shall be substituted: (2) in the second proviso, for the word "qualified" in both the places where it occurs, the word "entitled" shall be substituted.
