4Insertion of new section 15A

After section 15 of the principal Act, the following section shall be inserted, namely:-- "15A. Right to vote.--(1) Every person whose name is, for the time being, entered in the electoral roll for a ward shall be entitled to vote at the election of a Commissioner from that ward. (2) In every ward an elector shall have as many votes as there are Commissioners to be elected from that ward but no elector shall at any election give more than one vote to any one candidate.".
