(1) The annual report of the University shall be prepared under the direction of the Executive Council and shall be submitted a month before its annual meeting and the Board of Governors shall consider it in its annual meeting. (2) The Board of Governors may by resolution make recommendations on such report and communicate the same to the Executive Council which may take such action thereon as it thinks fit.
