3. The extended term of a local body which is due to expire earlier than the the thirtieth day of June, 1968 and which cannot be extended under the provisions of the U. P. Municipalities Act, 1916, or the U. P. Town Areas Act, 1914, shall extend up to the day of its reconstitution but not later than the 1[thirtieth day of June, 1968] and the extension so made shall have the same effect as if it were made under the proviso to sub-section (1) of section 10-A of the U. P. Municipalities Act, 1916 or the proviso to sub-section (1) of section 6 of the U. P. Town Areas Act, 1914, as the case may be 2[Provided that if for some reason beyond the control of the State Government, it is not possible to hold or complete the general election to a local body or to notify its reconstitution before 31st day of December, 1964, the State Government may by notification in the official Gazette direct that in relation to such local body this section shall have effect as if for the words and figures thirty-first day of December, 1964 the words and figures thirtieth day of June, 1968, were substituted. ] :
