Notwithstanding anything contained in section 12, the first Vice-Chancellor shall be appointed, as soon as may be, after the coming into force of this Act, by the State Government for a term not exceeding three years and may be extended by two years on satisfactory service on such terms and conditions as it may deem fit.]
