41 (1) The Parishad may, with the previous approval of the State Government by notification in the Gazette make regulations not inconsistent with this Act and the rules made thereunder to carry out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing powers such regulations may provide for all or any of the following matters, namely: - (a) the manner in which and the purpose for which the Parishad may associate with itself any person under section 17; (b) the terms and conditions of service of the officers and employees of the Parishad under subsection (4) of section 35; (c) any other matter in respect of which provision is to be or may be made by Regulations.
