Every occupier of a sugar factory[or a khandsari sugar manufacturing unit]shall be bound to provide within the precincts of the sugar factory residential accommodation, on payment of such rent and on such terms as may be prescribed, to an Excise Officer posted to the sugar factory[or a khandsari sugar manufacturing unit] by the Controller to ensure the compliance of the provisions of this Act and the rules and orders made and the directions issued thereunder
