The State Government may, by notified order, entrust the appointing authority or any officer or employee with the responsibility of ensuring the compliance of the provisions of this Act. (2) The State Government may, in the like manner, invest the appointing authority or officer or employee referred to in subsection (l) with such powers or authority as may be necessary for effectively discharging the responsibility' entrusted to him under subsection (1).
