19. (1) The Council may make regulations not inconsistent with the provisions of this Act and the rules made thereunder to discharge its function under this Act. (2) In particular and without prejudice to the foregoing powers, such regulations may provide for all or any of the following matters namely: (a) the time, date and place at which the Council shall meet and the rules of procedure the Council shall observe in regard to transaction of its business at its meeting (b) other committees which council may constitute, the number of members therein and the functions which may be performed by such committees.
