(1) The State Government may recognize any library run by the voluntary organizations registered under the Societies Registration Act, 1860, or any library run by local authority open for use to the public, as public library for the purpose of payment of grant-in-aid or other financial assistance to it. (2) The State Government may, in accordance with the rules, recognise any public library association in the State registered under the Societies Registration Act, 1860 for the purpose of payment of grant-in-aid or other financial assistance to it.
