(1) With effect from such date as such the State Government may, by notification, appoint in this behalf, hereinafter referred to as the appointed date, there shall be established at Mathura a University by the name of the Uttar Pradesh Pandit Deen Dayal Upadhyaya Pashu Chikitsa Vigyan Vishwavidyalaya Evam Go-Anusandhan Sansthan.
