13. (1) The "NIRMAN Kshetra Committee" shall have the following powers and functions:- (a) sanction, reject, amend, or return with recommendations/ suggestions to the draft master plan submitted by the NIRMAN Kshetra Authority for approval; (b) monitor the development of NIRMAN Kshetra and exercise powers of appellate authority as given to it under this Act; (c) exercise powers to grant relevant approvals as given to it under this Act.
