Not withstanding that,- (i) the General Council, the Executive Council, the Academic Council or any other authority or body of the University is not duly constituted or there is a defect in its constitution or reconstitution at any time; and (ii) there is a vacancy in the membership of any such authority or body, no Ordinance or rule or proceedings of such authority or body shall be invalidated on any such ground or grounds.
