(1) Should a dispute arise between a municipal Municipality and nay other local authority on any matter in which they are jointly interested, such dispute shall be referred to the 1[State Government] whose decision shall be final. (2) The 1[State Government] may regulate by rule made under section 296 the relation to be observed between Municipalities and other local authorities in any matter in which they are jointly interested.
