(1) In the case of a municipality other than a city, 2[Upon receipt of the proposals and objections under the preceding sections] the 1[Prescribed Authority], after considering the objections received under sub-section (4) of section 132, may either refuse to sanction the proposals or return them to the Municipality for further consideration or sanction them without modification or with such modification not involving an increase of the amount to be imposed, as he deems fit. (2) In any other case the 1[Prescribed Authority], shall submit the proposals and objections to the 3[State Government], who may pass any of the orders described in sub-section (1). (3) 4[ * * * * ]
