3. Notwithstanding anything in any enactment, rule, regulation or by-law in regard to municipal, notified area or District Board funds, the State Government may, by general or special order, direct that the whole or any part of any expenses incurred, whether before or after the commencement of this Act, in connexion with the taking of census within the limits of any municipality, notified area or District Board, may be charged to the funds of such municipality, notified area or District Board, as the case may be.
