99. (1) There shall be established for each 1[Zila Panchayat] a fund called Zila Nidhi and for each 1[Kshettra Panchayat] a fund called Kshettra Nidhi, to the credit where of shall be placed all sums received 2[including the grants-in-aid from the Consolidated Fund of the State] and all loans raised by or on behalf of the 1[Zila Panchayat] or the 1[Kshettra Panchayat], as the case may be : Provided that a 1[Zila Panchayat] or a 1[Kshettra Panchayat] shall earmark parts of the fund received by it for a particular purpose for that purpose and shall expend the same in carrying out that purpose. (2) Nothing in this section shall affect any obligations of a 1[Zila Panchayat] or a 1[Kshettra Panchayat] arising from a trust legally imposed upon or accepted by it. (3) A 1[Zila Panchayat] or a 1[Kshettra Panchayat] may receive such contributions in each or in kind as may be made by any persons for any work of public utility and the 1[Zila Panchayat] or the 1[Kshettra Panchayat] shall, there upon, utilize the same together with its contributions, wherever necessary, in executing such work.
