(1) A copy of any receipt, application, notice, order proceeding or resolution etc. of any authority or committee or board etc. of the University or other documents in possession of the University or any entry in any register duly maintained by the University, if certified by the Registrar shall be received as prima facie evidence of such receipt, application, notice, order, proceeding, resolution or document of the existence of entry in the register and shall be admitted as evidence of matters and transactions therein recorded. (2) No officer or servant of the University shall in any proceedings to which the University is not a party, be required to produce any documents, register or other record of the University, the contents of which can be proved under provisions by a certified copy, or to appear as a witness to prove the matters and transactions recorded therein unless by order of the court made for special cause.
