(1)The District Ground Water Management Council, subject to the provision of this Act, may require any Commercial, Industrial, Infrastructural or Bulk user of ground water and any existing agency, who has sunk or is sinking a well or who has extracted or is extracting water in contravention of any of the provisions of this Act, by notice in writing to stop such extraction within the time specified in the notice, being not less than fifteen days, and require the owner or the person in possession of the well to close or seal off the well at his expense and in such manner as it may specify in such order. (2) If the person on whom a notice under sub-section (1) has been served does not stop such extraction or stop such extraction but does not close or seal off the well to the satisfaction of the appropriate authority within the time specified in the notice, the council (concerned) may enter the land and close or seal off the well. (3) The cost incurred by the council (concerned) under sub-section (2) shall be recoverable as an arrear of land revenue from the person on whom a notice under sub-section (1) has been served.
