University open to all classes, creeds and Sex

The University shall be open to all persons irrespective of class, creed or sex :<br> Provided that the University shall in each branch of learning reserve twenty three per cent of the seats for the students belonging to the Scheduled Castes and twenty-seven per cent of the seats for the students belonging to the other backward classes of citizens :<br> Provided further that nothing in this section shall be deemed to require the University or a constituent college to admit in any course of study a larger number of students than may be determined by the Statutes. <br>
