(1) The Commission shall ordinarily meet once in every fortnight at such time and place within the State as the Chairperson may think fit ; Provided that a meeting shall be convinced earlier if a request is so made by a Member. (2) All matters which come up before the Commission shall be decided by a majority of the Member present and voting and all decisions directions and orders or the Commission shall be in writing supported by reasons and shall be available for inspection by any person and copies of the same shall also be made available in such manner as the Commission may determine. (3) Two Members shall form the quorum for a meeting of the Commission, but in case of a difference of opinion among them on any issue, the matter shall be placed at the next meeting : Provided that where there is a vacancy in the Commission or only two Members are present at the meeting, the Member presiding over the meeting shall have a casting vote. (4) The Commission shall regulate its own procedure. (5) All orders and decisions of the Commission shall be authenticated by the Secretary or any other officer of the Commission duly authorized by the Secretary in this behalf.
