Every appointment of a teacher or instructor shall be made by the Appointing Authority only on the recommendation of the Commission, and any appointment made in contravention of the provisions of this Act shall be void: Provided that the appointment of a teacher or instructor by transfer from one institution to another or by promotion in any institution or the appointment of a teacher or instructor as a dependent of an employee dying in harness cases may be made as per the provisions given in the relevant Acts or rules or regulations.
