(1) The Board shall have its own fund, and all receipts of the Board shall be credited thereto and all payments for the Board shall be made therefrom. (2) Subject to any general or special offer of the State Government, and subject to the provisions of this Act, the Board shall have the power to spend such sum as it may think fit on subjects or for purposes authorised by this Act.
