(1) The State Government may, by notification, make rules for carrying out the purposes of this Act.(2) In particular, and without prejudice to the generality of the forgoing powers the State Government may make rules relating to any matter not inconsistent with the provisions of this Act which is required to be or may be prescribed.(3) All rules made by the State Government shall be published in the Gazette.
