All rules made and notifications issued under the Act shall be published in the 1[Official Gazette], and shall, have effect as if enacted in this Act from the date of such publication or from such other date as may be specified in that behalf. 2[Provided that notwithstanding anything to the contrary contained in this section or in any judgment, decree or order, the notification nos. 3514-E/XIII331-78 and 1227-E/XIII332-78, both dated April 17, 1978, made by the State Government in exercise of the powers under sections 28 and 29 and the amendments made by the aforesaid notifications shall have effect and be deemed always to have effect on and from April 1, 1978. ] 3[Provided further that notwithstanding anything to the contrary contained in this section or in any contract, judgment, decree or order, the notification no. 3842-E/XIII512-83, dated May 25, 1983, made by the State Government in exercise of the powers under section 30 shall have effect and be deemed always to have effect on and from April 1, 1983. ]
