(1) No person not being licensed to manufacture, cultivate, collect or sell any 1[intoxicant] shall have in his possession any quantity of any 1[intoxicant] in excess of such quantity as the 2[State Government] has under section 6 declared to be the limit of sale by retail except under a permit granted by the Collector in that behalf. (2) 3[ X X X X ] (3) A licensed vendor shall not have in his possession, at any place other than that authorized by his license, any quantity of any 1[intoxicant] in excess of such quantity as the 4[State Government] has under section 6 declared to be the limit of sale by retail, except under a permit granted by the Collector in that behalf.
