No 1[intoxicant] exceeding such quantity as the 2[State Government] may prescrib by 3[notification], either generally for the whole of 4[Uttar Pradesh], or for any local area comprised therein, shall be imported, exported or transported except under a pass issued under the provisions of the next following section ; Provided that, in the case of duty-paid foreign liquor other than denatured spirit such passes shall be dispensed with unless the 1State Government shall by notification otherwise direct to any local area ; Provided also, unless the 2[State Government] shall otherwise direct, that no pass shall be required for the transport of any 1[intoxicant] exported under a pass issued by an officer duly authorized in this behalf from any place beyond the limits of 4[Uttar Pradesh] to any other place beyond the said limits.
