(1) Every authority of the University shall, as soon as may be, after the commencement of this Act, be constituted in accordance with the provisions of this Act. (2) Until any authority of the University is constituted under sub-section (1), the Government may, by order, direct that by whom and in what manner the powers, duties and functions exercisable or dischargeable under this Act by any authority of University other than the Executive Council shall be exercised or discharged.
