The Executive Council may by a two third majority of the members presentand voting remove any person from membership of any authority or other body of the University upon the ground that such person has been convicted of any offence involving moral turpitude or upon the ground that he has been guilty of scandalous conduct or had behaved in a manner unbecoming of a member of the University and may upon the same ground withdraw from any person any degree or certificate conferred or granted by the University.
