17. (1) The State Government may, by notification, make rules for carrying out the provisions of this Act. (2) In particular, and without prejudice to the generality of the foregoing power ; such rules may provide for - (a) the height of the building under sub-section (1) of section 3 ; (b) the minimum standards for the fire prevention and fire safety measures ; (c) the form in which an appeal shall be made and the fees that shall accompany such appeal under sub-section (2) of section 9 ; (d) any other matter which is required to be, or may be, provided by rules.
