(1) A person who either holds title of any urban land immediately before the commencement of this Act, or a person who acquires title of any urban land after the commencement of this Act, may apply in such manner and within such time as may be prescribed. (2) The application under sub-section (1) shall be accompanied by the documents of title or the documents on the basis of which the applicant claims the title and such fee as may be prescribed.
