(1) The Trust may- (a) refer to a committee appointed under section 20, for inquiry and report, any matter relating to any of the purposes of this Act, and (b) delegate to such committee by specific resolution and subject to any regulation made under this Act any of the functions or duties of the Trust. (2) Every such committee shall conform to any instructions from time to time given to it by the Trust. 21A. Delegation of powers, duties and functions of the Trust. - Any powers, duties and functions, which may be exercised, or performed by or on behalf of the Trust, may, by a specific resolution of the Trust and subject to such restrictions, limitations and conditions as may be prescribed by rules or regulations, be delegated to the Chairman or the Secretary or any other officer of the Trust, without prejudice to any powers conferred on any committee by or under section 21 of this Act.
