(1) Without prejudice to the other provisions of this Act, the Authority shall, in the discharge of its functions and duties under this Act, be bound by such directions on questions of policy as the State Government may give to it in writing from time to time. (2) The decision of the State Government whether a question is one of policy or not shall be final.
