Any permission for change in land use under section 25 shall be granted in accordance with applicable laws and subject to payment of betterment charges to the State Government or the Authority, as the case may be, for an amount equal to the market value of the land to be determined in accordance with the provisions of sub-section (4) or sub-section (5) of section 12.
