(1) Any person who intends to start an economic activity shall make a proposal in that regard to the Regional Development Authority in such form and in such manner, along with such fees, as may be provided in the regulations to be made by the Regional Development Authority. (2) The Regional Development Authority, on receipt of a proposal made under subsection (1), shall examine the proposal and may approve it with or without modification or reject the proposal.
